$1 billion New Orleans barrier is rising

Army Corps of Engineers cranes mark where construction of a $1 billion hurricane barrier has begun on the western side of New Orleans, La.Mindful that the suburban West Bank of New Orleans is primed for growth, the Army Corps of Engineers is launching a $1 billion effort to keep the next storm at bay.
