Repairs were being made Thursday to the Orleans Street canal in New Orleans.<br /><br />Despite billions of dollars in improvements after Hurricane Katrina, no one knows for sure if the city's floodwalls can sustain another heavy blow.Just three years after Hurricane Katrina, New Orleans confronts a new threat from Gustav and a stark question: Will the partially rebuilt levees hold?
